What do you think are the sole purposes of the elements and principles of art? Should artists strictly follow them in creating their artworks?

The elements and principles of art is used/followed to create a composition that would help convey the artists purpose in the art work. It is important that artists do follow them because an artists cannot create art without using the elements and principles of art. Without using them it disables the artist to show the purpose of the composition and what it is trying to evoke.
