Answer:

y = 4x + 17

Explanation:

y = 1 - 1/4x = - 1/4 x + 1 .... slope -1/4

perpendicular line slope = - (1 / (-1/4) = 4

pass (-3,5): (y-5) / (x - -3) = 4

y-5 = 4x + 12

y = 4x + 17
