This sounds confusing but once I explain you'll get it ;). It is saying that if fractions with the same numerator, or top part of the fraction, are the same, then the smaller denominator, or bottom part, is greater. In other words, the fraction 1/3 has the same numerator as 1/2, but 1/2 half is larger because the denominator is smaller. I hope this helps.
