1. substitute x = 4+2y in the first equation:

simplify it :
\begin{bmatrix}8+5y=-7\end{bmatrix}

2. isolate y in 8 + 5y = -7 --> 5y = -7 - 8 -->

3. solve for y: 5y = -15 --> y = -15/5 --> y= -3

4. solve for x: x = 4 + 2y

x = 4 + 2(-3)

x = 4 + (-6)

x = -2
