Answer:

y =
(1)/(5)x -
(8)/(5)

(hopefully this is correct! have a nice day :DD )

Explanation:

First we need to get the equation into y=mx+b form

(given) -2y - 10x = -9

(add 9 & 2y to both sides) 9 - 10x = 2y

(flipping it) 2y = -10x + 9

(dividing both sides by 2) y = -5x + 4.5 (or 4 1/2)

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Perpendicular lines have opposite sign reciprocal slopes, so the equation so far is:
y =
(1)/(5)x + b
To find our b (y-axis intercept) we will plug in the points given
(equation) y =
(1)/(5)x + b
(plug-in) -2 =
(1)/(5)(-2) + b
(multiply) -2 = -
(2)/(5) + b
(add 2/5 to both sides) -
(8)/(5) = b
(answer) b = -
(8)/(5)
(plug-in b) y =
(1)/(5)x -
(8)/(5)
