En la Carta de 1991 se pasa de la democracia representativa a la democracia participativa. Ello implica que los administrados no se limitan a votar cada cierto tiempo sino que tienen una injerencia directa en la decisión, ejecución y control de la gestión estatal en sus diversos niveles de gobierno.
