I have a different idea. I am an Eritrean.And brain drain is a serious problem in our country;but brain drain is not governments fault, it is peoples fault.because our government has been educating people until college without recieving a penny.And built a lot of buildings and dams depending on its.but people only look the development of first world countries and run to these countries for their development.So, Africans need to be matured.And they need to work hard for the development of their motherland.
