A negative exponent means that the factor is on the wrong side of the fraction.


(2)/(x^(-3)) = (2\cdot x^3)/(1)

The
x^(-3) belongs in the top of the fraction, but when it moves across the fration bar, the sign on the exponent changes.

Applying that to your example,


(z^4)/(z^(-7)) = (z^4\cdot z^7)/(1) \text{~~~~or~~~~} z^4 \cdot z^7

You then need to simplify that last expression,
z^4 \cdot z^7. How many z's are being multiplied together in that expression?
