A constant rate of change means he didn’t change his speed. Alex rode 60 miles in 4 hours could mean that he rode his bike at different rates but still rode 60 miles in 4 hours. But when he rides 12 miles per hour means that he’s staying at the speed of 12mph without change. Thus, the answer is 12.
