Solution: if BC = 15 - 6 = 9

Use the converse of triangle proportionality theorem

AD/DC = 8/12 = 2/3
BE/EC = 6/9 = 2/3

Answer: yes, AD/DC =BE/EC = 2/3, so DB||AB
