y = 3x + 23

Explanation:

Since y-intercept is given, find the slope

m = slope

m = (y2 - y1)/(x2 - x1)

Points: (-8, -1) & (-6, 5)

m = 5 - -1/-6 - -8

m = 6/2

m = 3

Slope-intercept form will be written as y = 3x + 23
