y = (-1/4)X -5...........(ii)

From equation (i);

y = 4x + 3

Comparing the equation with y = mx+c;

m1 = 4

From equation (ii);

Comparing the equation with y = mx+c;

m2 = -1/4

Now; check for parallel and perpendicular;

Parallel:

m1 = m2

4 ≠ -1/4

Therefore it's not parallel.

Perpendicular:

m1*m2 = -1

4*(-1/4) = -1

-1 = -1

Therefore it's perpendicular.
