b = 2

Rearrange:
3b - 13 = -b - 5

Eliminate b from right side:
3b - 13 + b = -b - 5 + b

4b - 13 = -5

Eliminate 13 on the left:
4b - 13 + 13 = -5 + 13

4b = 8

Simplify:
8 / 4 = 2

b = 2
