What were the political reasons for the start of the Armenian genocide?

There is a consensus among historians that the aim of the Armenian genocide was to reduce the Armenian population of the empire to no more than 5 to 10 percent in any area. This reduction in population was deemed necessary to prevent Armenians from ever being able to form their own state or autonomous region.
