Answer:

y = -1/5x + 6.4

Explanation:

Use the point-slope formula.

y-y₁ = m(x -x₁)

so...

y-7 = -1/5(x - (-3))

y = -1/5x+ 32/5

and you need you can change 32/5 to 6.4
