Length, l = 4+b

We know that,

Perimeter of rectangle = 2(l+b)

2(4+b+b) = 40

4+2b = 20

Subtract 2 from boths sides,

2b = 16

b = 8

Width = 8 m

Length = 4+8 = 12 m

Hence, the length and the width of the rectangle is 12 m and 8 m respectively.
