I think your question seems to be :-

Write the equation of the circle that has a center of (-7, 17) with a radius of √19

So , as we know that the equation of circle with centre at (h,k) and radius r is given by
{\bf{(x-h)^(2)+(y-k)^(2)=r^(2)}} . Now , using same concept in this question ;

{:\implies \quad \sf \{x-(-7)\}^(2)+(y-17)^(2)=(√(19))^(2)}

{:\implies \quad \bf \therefore \quad \underline{\underline{(x+7)^(2)+(y-17)^(2)=19}}}

This is the required equation of Circle
