Madison published it on February 8th, 1788, addressing the need for a system of checks and balances and separation of powers in the federal government. The Founders knew that a federal government was necessary to a country’s survival and stability, even if they didn’t all agree on it. These separation of powers and checks and balances ensured that the government would not become too powerful like the monarchy of Great Britain had.
