Jack = 9

John = 19

Explanation:

Let the number that Jack solved = N

Then John solved 2N + 1

So

N + 2N + 1 = 28

3N = 28 - 1

3N = 27

N = 27 / 3 = 9 = number Jack solved

2(9) + 1 = 19 = number John solved
