The formula for volume of a cylinder is

V=πr^2h

Plug in what we know

400 = πr^2(25)

divide both sides by 25

16 = π r^2

divide both sides by π (= 3.14)

r^2 = 5.0955414

then take the square root of both sides

r = 2.25733059

round to whatever place your teacher wants.
