What does it mean to say the EMT-B, EMT-1/99, and paramedics work in a collaborative fashion?

There is always one from each level at emergencies at the response to every 911 call.
The EMT-Bs know that they need always be on hand in case the workers at the EMT-1/99s and paramedics require their aid.
The goals of each level are the same.
They work at specific jobs with specific skills in a spirit of helpfulness and respect to those in other levels.
