Since 8 is 1/3 of 24 we can multiply 16x-2y to get 48x-6y, now we can see the two equations equal to each other. So 48x-6y= 4x+5y and you combine like variables by doing the inverse operation so you’ll get 44x= 11y. Simplified, this is 4x= y. So, now you plug in 4x for the y variable in the first equation, so you’ll get 16x- 2(4x)= -8. Then you solve for x...
16x- 8x= -8
8x= -8
x= -1

Then you plug the -1 in for the x variable and then solve... so
16(-1)- 2y= -8
-16- 2y= -8
-2y= 8
y= -4

So, overall your answer will be x= -1, y= -4
