to do so

move -2n to right hand side and change its sign:


\displaystyle 3m = 12 + 2n

divide both sides by 3:


\displaystyle m = (12 + 2n)/(3)

further simplification is needed:


\displaystyle m = (12 )/(3) + (2n)/(3)


\displaystyle m = (2)/(3) n + 4

now m depends on n and n can be any value so we have rearranged n to independent variable

and we are done!
