D is the correct answer.

A is clearly wrong, as a dictator is inherently not elected by the people.

B is wrong because the monarchy can't be voted out (ex. the UK people can't vote Queen Elizabeth out)

C is wrong because dictators don't necessarily need to use force to gain power (ex. Kim Jong Un, who was born into the role of supreme leader in North Korea, and became dictator peacefully when his father died).
