What circumstances do you think led to the end of a civilized culture in the hunger games series?​

The circumstances may just be that the war destroyed everything, along with their civilization. The war was a major downfall, they thought they had to honor the fallen people, by killing more. This was the most obvious reason for me, I hope it helps.
