What US President John F. Kennedy meant by this quote was that Bull Connor was an extreme racist and had such antagonist decisions, that these uncontrolled decisions helped people to support the African American civil rights movement.

I do not think President Kennedy's quote was the most fortunate comparison, but his idea was certainly right.

Eugene Connor was the Commissioner of Public Safety of Birmingham, Alabama. He was a segregationist and had racial ideas that were exemplified by his decisions to stop the demonstration of the civil rights activist. He violently stopped the African people's demonstrations in Birmingham. When the American people watched the news about the actions and decisions he made, people across the country started to express their sympathy for the civil rights movement.
