m=(-1)/(3), b=(7)/(3)

Explanation:

Given

Function is
f(x)=mx+b


f(-2)=3


\therefore 3=m(-2)+b\\\Rightarrow b-2m=3\quad \ldots(i)


f(4)=1\\\therefore 1=4m+b\quad \ldots(ii)

from (i) and (ii) we get


m=(-1)/(3), b=(7)/(3)
