Why did French become a part of the old Belgium that only speaked Flemish?

According to the internet, Belgium declared its independence from the Netherlands, and it was recognized in 1831 as a separate nation. Then why did it start speaking French? I've heard about Nationalism in France but I still can't see the connections.

When Belgium became independent from the Netherlands, they were mad at the Netherlands and the French took advantage of that by forcing their culture upon the Dutch speaking Flemish. That is the simple explanation.
