Let the cost of each book be $2

Let the amount of book she can buy be x

If she can spend no more than $15

Amount of book she can buy≤ Total amount/cost of each book

Amount of book she can buy ≤ $15/$2

Amount of book she can buy ≤ 7.5

x ≤ 7.5 OR x ≤ 7

Hence the required inequality is x ≤ 7. Less than or equal to was used since she can't spend more than $15
