Communicate a suspicion because they have some doubts meaning doubts can refer to suspiciousness. They must be curious about something so therefore they feel the need to discuss it. The answer is not going to be begin an investigation that is because an investigation has already been started since it states "we shall soon set our doubts at rest". The other ones are not even related to the statement that was given.
