I would modify seismograph resources by requesting reports from earthquake stations that felt the tremors. I would then use the reports and look at the arrival time of the p waves and the s waves. If a station recorded the s waves arriving much quicker than the others, I can safely say that the epicenter was in that area. From there, I can request reports in that area and use the triangulation method to pinpoint the exact location.
