The lines are neither. Transform both equations into y=mx+b form. If the equations have equal slopes and different y-intercepts, they are parallel. If they are perpendicular, one equation will have the negative reciprocal slope of the other.

x-9y=-4

Subtract x from both sides:

-9y=-x-4

Divide by -9 on both sides:

y=1/9x-+9/4

Compare to other equation:

y=5x-9

Thus, the slopes are not equal nor negative reciprocals, making the lines neither parallel nor perpendicular.
