rate at which Peter moves in m/s :

= 100m / 12 s

= 8.33 m/s

rate at which John moves in m/s :

since it should be given in meters per second let's convert km to m and minutes to second

2.5 km = 2500m ( as 1km = 1000m)

4 minutes = 240s ( as 1 min = 60s )

so the rate in m/s :

= 2500m / 240 s

= 10.416 m/s
