Start with y=mx+b and using the slope and the point, find b.

By knowing the slope, you know y = (1/4) x + b.

If you substitute in (-4,2), you'd have: 2 = (1/4)•(-4) + b

2 = -1 + b

3 = b

So your equation is y = 1/4 x + 3.
