Is this relation a function? {(1,3), (1,2), (2,-4),(3,2)}

Not a function,because X repeats!! (X,Y)

each input can have only one output in order for it to be considered a function. the inputs are x values and y values are outputs. the x value of -2 goes to only one output, -4. the x value 3 goes to only one output, 2. however, the input value of 1 goes to two outputs: 3 and 2. because of this, the relation is not a function. hope this helps!
