When two lines are parallel they share the same slope. The slope-intercept form is one of the type:

y\text{ = mx + b}

Therefore we are looking for a line that is paralell to "y = 4x + 8", so we need a line with a slope "m" equals 4.

y\text{ = 4}\cdot x\text{ + b}

To find the variable "b" we will apply the known point, which the problem provided in (1,8).

\begin{gathered} 8\text{ = 4}\cdot1\text{ + b} \\ 8\text{ = 4 + b} \\ 8\text{ - 4 = b} \\ b\text{ = 4} \end{gathered}
