Recall that:

1.- A translation in the y-axis, h units of a function g(x) has the form:


g(x)+h\text{.}

2.- A translation in the x-axis has the form:


g(x+h)\text{.}

3.- A dilation of g(x) in the x-axis by a a factor has the form:


g(ax)\text{.}

Notice that:


f(x)=x^2

Therefore, the given function is f(x) dilated in the x-axis by a factor of 1/3,

translated in the x-axis 1 unit to the right and in the y-axis 4 units down.
