For this question we will use the two points formula for the equation of a line:

y-8_{}=(-8-8)/(4-7)(x-7)\text{.}

Solving for y we get:

\begin{gathered} y-8=(-16)/(-3)(x-7), \\ y-8=(16)/(3)x-(112)/(3), \\ y=(16)/(3)x-(112)/(3)+8, \\ y=(16)/(3)x-(88)/(3). \end{gathered}

Answer:

y=(16)/(3)x-(88)/(3).
