We have the following:

\begin{gathered} -7x-2y=-13 \\ x-2y=11 \end{gathered}

solving by substitution:

\begin{gathered} x-2y=11\Rightarrow x=11+2y \\ \text{replacing} \\ -7\cdot(11+2y)-2y=-13 \\ -77-14y-2y=-13 \\ -16y=-13+77 \\ y=(64)/(-16) \\ y=-4 \end{gathered}

now, for x

\begin{gathered} x=11+2\cdot-4 \\ x=11-8 \\ x=3 \end{gathered}

The solution is

(3,-4)
