Let be "x" the number of $200 per day workers and "y" the number of $165 per day workers.

You know that the total number of workers employed on the highway project is 16. Then, you can set up this first equation:

x+y=16

According to the information given in the exercise, the daily payroll is $2745. Knowing this, you can set up the second equation:

200x+165y=2745

Then having the equations, you can determine that the System of equations for this situation is:

\begin{cases}x+y=16 \\ 200x+165y=2745\end{cases}

The answer is:

\begin{cases}x+y=16 \\ 200x+165y=2745\end{cases}
