NH2OH name is Hydroxylamine, and it is a weak base (it means is not fully dissociated), which means this base in solution behaves like this:

NH2OH (aq) + H2O (l) <===> NH3OH+ (aq) + OH-(aq)

We assume this is an Arrhenius' base, which in solution increases the concentration of OH- (hydroxide).
