To know if the point is a solution of the linear inequality, we only have to substitute the values of the point in the inequality, thus


\begin{gathered} (2,-2) \\ \uparrow\text{ }\uparrow \\ (x,y) \end{gathered}
\begin{gathered} y\le2x-3 \\ -2\le2(2)-3 \\ -2\le4-3 \\ -2\le1 \end{gathered}

Since this is true, that is, -2 is less than 1, then the given point is the solution of inequality.
