In a inequality you have next sings:

< (less than) and ≤ (less than or equal to)

> (greather than) and ≥ (greather tan or equal to)

To graph the first pair of sings you draw a line to the left of the given number

To grpah the second pair of sings you draw a line to the right of the given number

In this case you have a line to the left of 1 (as the point in 1 is not a filled point it menas that the answer doesn't include the 1).

Then, the given graph is for the inequality: x<1
