option 1. $1.89 for 3 ft.

option 2. $0.89 for 18 in.

Procedure

3 ft=12in*3=36 in.

Option 1: 1.89 for 36in


\begin{gathered} (1.89)/(36)=x \\ 0.0525\text{ for 1 in} \end{gathered}

Option 2: $0.89 for 18 in.


\begin{gathered} (0.89)/(18)=y \\ 0.0494\text{ for 1 in} \end{gathered}

Answer

the better option is Option 2 because is cheaper
