We need to start by calculating the distances from Will's home to the two stations:

Channel 17 is 26 mi E and 36 N,

so we use the pythagoream theorem to find the distance:

D17^2 = 26^2 + 36^2

then D17 is approximately 44.4 miles from his home

Now Channel 38:

D38^2 = 25^2 + 29^2

then D38 is approximately 38.29 miles from his home

Now looking at the prices and at the ranges:

Recall as well that Channel 17 is (VHF) and Channel 38 is UHF

so he needs at least 44.4 in VHF, and 38.29 in UHF.

Then the cheapest option that covers both conditions is option C.
