We are asked to determine the percentage of people that did not complete the race. To do that we need to find the quotient of the people that did not complete the race and the total number of people multiplied by 100.

The number of people that did not complete the race is the sum of the people that gave up and the number of people that were disqualified, like this:

n=(31+3)/(340)*100

Now, we solve the operations:

\begin{gathered} n=(34)/(340)*100 \\ \\ n=10 \end{gathered}

Therefore, 10% of the people did not complete the race.
