We have the following:

-32y=-8x-16

solving for y:

\begin{gathered} (-32)/(-32)y=(-8)/(-32)x+(-16)/(-32) \\ y=(1)/(4)x+(1)/(2) \end{gathered}

The equation has the form of:

y=mx+b

where, m is the slope, making tge comparison, the slope of the equation would ve 1/4
