so we have the next inequality


2.75s+5\le21

we need to clear s


\begin{gathered} 2.75s\le21-5 \\ 2.75s\le16 \\ s\le(16)/(2.75) \\ s\le5.81 \end{gathered}

the largest number of stops that Julia can afford is 5
