To convert a ratio of deaths per year to deaths per minute, we just have to use the relation between minutes and years.

\begin{gathered} 1\:year=365\:days=365*(24\:hours) \\ =365*(24*(60\:minutes)) \\ =525600\:minutes \end{gathered}

Then, using this relation in our ratio, we have:

\begin{gathered} (3.1*10^6\:deaths)/(year)*(1\:year)/(525600\:minutes)=(3.1*10^6)/(525600)(deaths)/(minute) \\ \\ =5.89802131...(deaths)/(m\imaginaryI nute)\approx5.9\:deaths/minute \end{gathered}

In country A we have 5.9 deaths/minute.
