8 is not an outlier, the outlier is 1.

The mean is


(1+6+6+6+8)/(5)=(27)/(5)=5.4

Hence, the mean is 5.4 not 4.5.

The range is,


8-1=7

Hence, the range is 7 not 6.

Therefore, the answer is the data is concentrated around 6 and 1 is an outlier.
